 Introduction/History

The American College Personnel Association (ACPA-College Student Educators International) collection was donated in April 1983, as a key addition to the National Student Affairs Archives. Many additions have been made to the collection since 1983. The collection now consists of 135 linear feet of documents and encompasses the dates, 1932 to the present. 

The collection is organized into thirteen record groups, and a description of each group precedes the box/folder inventory. The record groups are: Administrative Files; Commissions; Standing Committees; Committees, Task Forces, Core Councils; Conferences and Workshops; Executive Office; Foundation; Inter-Association Activities; Officer Files; Publications; State and International Divisions; Audio-Visuals; and, Ephemera.

The America College Personnel Association initially grew out of interest expressed by collegiate-level placement officers, then called appointment secretaries, at a meeting held in 1923 with the National Association of Women Deans under the auspices of the National Education Association. One year later in Chicago, the National Association of Appointment Secretaries was formed with nine members and May L. Cheney as president. During the next few years membership grew and in 1931, the organization changed its name to the American College Personnel Association, with two important organizational purposes: establishing sections within the national organization which would deal with different kinds of personnel work, and focusing on the promotion and development of people engaged in personnel responsibilities at the college level. Membership quickly grew and many of the early ACPA presidents were also leaders in the emerging field of “college personnel,” including, Esther Lloyd-Jones, E.G. Williamson, and C. Gilbert Wrenn.

ACPA was instrumental in working with other professional organizations to create the American Personnel and Guidance Association (APGA) , with ACPA becoming Division #1 on July 1, 1952. In 1983, ACPA was incorporated under the District of Columbia Non-Profit Act. In the spring of 1991, after forty years, ACPA leaders and members voted to disaffiliate from AACD (previously APGA), later renamed the American Counseling Association (ACA). This separation became effective on September 30, 1992. ACPA moved into new office space at the National Center for Higher Education at One Dupont Circle, NW, in Washington, D. C.

ACPA continues to be recognized for its leadership in addressing issues and trends in student affairs within the context of higher education. Its mission is to support and foster college student learning through the generation and dissemination of knowledge, which informs policies, practices, and programs for student affairs professionals and the higher education community. Record Group/ Series Description

Record Group: Administrative Files

The Administrative Files, 1938 to the present, represent the organizational beginnings and development of ACPA, structural changes in operations, and the leadership and decision-making processes of the association. Included in this record group are constitutions and bylaws, policy and procedural manuals, leadership rosters, and strategic planning files. The minutes and agenda items of the Executive Council are the most extensive part of this record group. These files document in detail the administrative development and organizational changes of ACPA.

Record Group: Commissions

Commissions represent the functional areas or campus settings in which ACPA members are employed or have an interest. Twelve Commissions were originally established in 1961. Since that time ten additional Commissions have been organized and two have been disbanded (see listing below). The Commissions provide a forum for members to take an active role in advancing particular functional areas. The primary objectives of the Commissions are to inform and communicate to the Association current developments, trends and concerns within their specialty, coordinate convention programs and professional development workshops, maintain cooperative networks with other similarly-oriented professional organizations, and identify needed research and develop responsive publications. The Commissions also play a part in the Association’s administrative structure by reporting to the Vice President for Commissions who serves as an elected member of the Executive Council.

This Record Group is divided into two Sub Groups: Vice President for Commissions which includes manuals and handbooks, reports, correspondence, updates and financial reports; and, Commissions which includes administrative files, subject files, publications and newsletters for each of the Commissions.

Commission XIII: Student Personnel Work for Adults in Higher Education was declared inactive in March 1975 and instead a task force under Commission VI was created to focus attention on this subject.

Record Group: Standing Committees

The Standing Committees are unique entities representing and acting as advocates for the social identities of the ACPA membership. They provide mentoring opportunities, promote relevant scholarship, produce publications, and sponsor programs and socials during the Annual Convention. Record Group: Committees, Task Forces, Core Councils

This record group documents activities, research, and special projects undertaken by ACPA through the establishment of task forces and committees. Core Councils were established in 1993 to develop policy recommendations that would enable ACPA to meet short-term and long-term goals in the following five areas: Professional Development, Generation and Dissemination of Knowledge, Outreach and Advocacy, Professional Issues, and Member Services and Interests. Newer governance restructuring have eliminated these Core Councils. The committee files are arranged alphabetically and include correspondence, reports, minutes, and publications. The files date from 1938 to the present.

Record Group: Conferences and Workshops

This record group documents the early years of ACPA through today and provides many details about the interests and concerns of the profession. The annual conference files may include published proceedings, especially during the early years of ACPA, programs, evaluations, planning correspondence, some presentations and papers, and reports. The files also include program books for the American Personnel and Guidance Association conferences. The APGA served as an umbrella organization for several other professional associations, one of which was ACPA. The conference files date from 1932 to the present.

Record Group: Executive Office

The records from the Executive Office begin in 1988, when ACPA began the process of disaffiliating from AACD and eventually locating headquarters in Washington, D.C. The first three boxes in this record group document the disaffiliation process and establishment of an executive office and the hiring of an executive director. Executive Director’s correspondence, membership directories, annual reports, and subject files are included in this record group. Also of interest are the files documenting a planned consolidation with NASPA, 2002-2011, which did not receive a favorable vote.

Record Group: Foundation

Established in 1994 as the Educational Leadership Foundation (ELF), it is now known as the ACPA Foundation to more concisely communicate its role as the fundraising arm of ACPA- College Student Educators International. Essentially, the mission of the ACPA Foundation is to encourage activities that generate and disseminate new knowledge in the Student Affairs profession and that prepare students for leadership roles in a global society. In order to fulfill its purpose and mission, the Foundation seeks philanthropic support for ACPA initiatives involving research, scholarship, professional development and leadership programs. Fundraising efforts include the Diamond Honoree program, corporate partnership program, grants, and general fundraising efforts.

The Foundation files include minutes, reports, correspondence, financial and investment records, campaign and fundraising files, printed materials and photographs. The files date from 1993 to the present.

Record Group: Inter-Association Activities

This record group documents the relationship between ACPA and other associations involved in the field of higher education and student affairs. These files represent the diversity of interests and initiatives which ACPA shares with a variety of associations. The files are arranged alphabetically by the association’s name, include correspondence, reports and publications, and date from as early as 1929 to 2006.

Record Group: Officer Files

The Officer files mainly include president’s correspondence. Also included are treasurer’s correspondence and reports, and small files documenting the activities of the secretary, the graduate student representative, and the historian. The president’s files are arranged by president, starting with the earliest and ending with the most current. The early president’s files include very few documents, but those from the 1970s forward are much more comprehensive. The treasurer’s files include correspondence and reports, some of which may be duplicated in the fiscal management committee files located in the Committees, Task Forces, Core Councils record group. This record group’s files date from 1934 to the present.

Record Group: Publications

The publications record group includes the monographs, journals and newsletters published by ACPA. Also included are editorial files which document the development of these publications and include correspondence, reports, and financial documents. These publications form an essential part of the ACPA collection. Researchers interested in the history of ACPA will find much information in the newsletters. Researchers interested in the theoretical and methodological foundation of student personnel work will find the journals and monographs of importance.

The monographs are arranged in chronological order and the pamphlets are arranged alphabetically by title. The journals and newsletters are in chronological order as are the editorial files. This record group dates from 1940 to the present.

Record Group: State and International Divisions

State and International Divisions represent the activities of ACPA and its members at the grass roots level. Specifically these divisions provide: Professional Development (Conferences, Drive-In Workshops, Webinars, Job Postings); Career Networking (Resume Reviews, Mock Interviews, Blogspots, Facebook); Access to Publications (Newsletters, State Journals, Research Opportunities); Leadership Opportunities (Board Roles, Conference Committee, Volunteer Options); and, ACPA Pipeline (State members often advance to national leadership in ACPA).

This record group is organized into two main sub-groups: Vice President for State Divisions, and the individual state and international divisions. The Vice President for State Divisions records include handbooks, surveys, minutes, correspondence, and reports, and date from 1955 to the present. The individual state and international divisions are arranged alphabetically and include charters, bylaws, correspondence , minutes, membership data, brochures, meeting and workshop documents, and newsletters. These records date from 1949 to the present.

Record Group: Audio-Visuals

This record group is organized by format. The photographs document officers and other individuals, conference activities, executive council members and meetings. Of interest are two photograph albums put together for ACPA’s 75th anniversary in 1999. These albums visually outline the history of ACPA and its presidents. Audio tapes, videos, and CDs/DVDs document executive council and annual business meetings, taped interviews with people key to the profession, and ACPA conference presentations, workshops and teleconferences. The items in this record group date from the 1970s to the present.

This record group includes banners from conferences, and various gifts provided to conference attendees and officers. Included are shirts, file holders, mugs, pins, clocks, watches and other similar items.
