The Bowling Green State University Board of Trustees approved a University Employee Separation Plan (UESP) at its Dec. 3 meeting.

The goal of the program is to provide longtime faculty and staff an incentive to voluntarily end their employment with the University, thereby creating the opportunity for budget savings and position or unit restructuring. The UESP will also decrease the amount of additional budget reductions that may be required.

This voluntary separation benefit is a one-time offer to full-time faculty and staff with at least 15 years of service to BGSU as of June 30, 2010.

Eligible employees will receive a flat dollar amount if they choose to retire or leave the University. The UESP is not an early-retirement incentive plan because it will also be available to employees who are not retiring. No retirement service credit will be purchased for any employee.

Under the plan:

• Faculty on administrative appointments will receive 100% of base salary, not to exceed $75,000.
• Faculty (nine-month, 12-month, libraries) will receive 100% of base salary, not to exceed $65,000.
• Administrative staff will receive 100% of base salary, not to exceed $55,000.
• Classified staff will receive 100% of base salary, not to exceed $25,000.

Employees who are eligible to retire and choose to do so may also qualify for a payout for unused sick leave.

Of the 834 employees who are eligible for the benefit, the University and its consultant predict that about 138 will accept the offer.

It is estimated that BGSU will save approximately $1.7 million in the first year and about $5.6 million over an eight-year payout period. The final savings will depend on the number and timing of replacement hires.

It is also important to note that faculty and staff who take advantage of the benefit may only return to work at BGSU as an adjunct faculty member for one year and only under certain conditions. There will be no other opportunity to be rehired at the University for 10 years.

Employees whose positions are fully funded by federal grants; part-time employees, and people who have retired and been rehired are not eligible for the program.

Eligible employees will receive an email from the Office of Human Resources on Friday (Dec. 4) informing them of their eligibility, followed by a letter mailed to their home the week of Dec. 7.
